The performance app has a component to create and configure a profile for each performance plan (or logical framework or results framework, depending on your terminology).
The ability to create and edit a performance plan profile is restricted to users with the Community Administrator role. This enables all users to view indicators, but limits who may create and configure new performance plans. See the section on performance app roles for details of how to assign user roles.
