The performance app has a component to create and manage a library of indicators that may be shared across performance plans.
The ability to create and edit an indicator may be restricted to a specific user role. This enables all users to view indicators, but limits who may change indicators. See the section on performance app roles for details of how to assign user roles.
Users with the correct role may create or update indicators. See this section for details on how to create and update indicators.
